Ending Homelessness in WA

Ruah have been working with vulnerable West Australians for more than 65 years, delivering practical, creative solutions for people experiencing homelessness, family and domestic violence and mental health challenges.
Elsie Blay, who is part of the executive team at Ruah, will discuss the services the organisation is providing for people experiencing or at risk of homelessness, and how she passionately believes that by working together we can end homelessness in Western Australia.
Elsie brings a diverse background in the health and community sectors, specialising in strategic development and health systems design. She has led teams in diverse settings, including acute and community healthcare, academia, project management, and service mobilisation, with clinical experience in both remote Australia and internationally. Her combined expertise in public health and economics provides her with a unique lens to navigate complex sector challenges. Elsie’s experience in nursing across remote and developing regions has deepened her commitment to upstream solutions that break cycles of social disadvantage. She is passionate about expanding access to healthcare, education, and essential services for vulnerable populations. Elsie is a graduate of the AICD and serves as a Member on the WAAEH Alliance Steering Committee (ASC).
